Hi,

use an injection swf, that way you dont need to download any extra packages.
Create a fla, put:
import mx.utils.Delegate;
var cls_0:Delegate;

on the timeline and use it as an injection swf in flashdevelop.

V2... you can use my event model in my opensource framework :
