Like others, I'm not sure exactly what you mean. However, you could probably
use Perlin Noise and Displacement Map pretty easily. I have a a demo in my
book of a pseudo-look at my reef aquarium. (Pseudo because there are no
visible ripples, so to speak, while you're under water.)

I think the demo is in Chapter 9, Drawing with Pixels if you want to check
it out at the URL below.

You could also search for water, under water, etc. I just got this hit for
"lava lamp" but haven't looked at the example or code yet:

You can also soften the edges of a graphic object by applying a glow
filter of the same color.
