Maciek, pushing axisrenderer to annotationElements array doesnt seem to work. Thinking up the top of my head here - Maybe you could inherit and trick the axis renderer into thinking it is rendering the axis on top of the chart, and therefore the labels are above the stroke and ticks (instead of below)?
