Since the code generates a subset of the nav.dat containing only
TACAN/VORTAC entries at runtime, the correct way to do it would be to amend
the data in nav.dat.gz by adding the TACAN data as new entries. 

However, much as I hate to fix one hack with another, this does seem to be a
good fix for the problem.
