Thanks for the patch, fix committed in revision: 1872447 

Notes; the fix is quite specific, for example it doesn't cover the use case for 
number-rows-spanned and border-bottom is specified on the table. I also won't 
work if border-collapse is changed from its default value. However, I don't 
think the RTF output channel in general supports that yet

Please can you attach an XSL-FO file that demos the problem? I'm not sure if 
the PDF attached more recently is relevant or not, at least I couldn't see an 
example of the problem described and with 16 years between the bug been opened 
and the file attached I suspect not.

Since this bug is now 17 years old and 0.20.5 is no longer supported I am going 
to close this, but feel free to re-open if you can attach an XSL-FO File that 
demos the issue
