I think the bug reporter is expecting line breaking to follow first fit 
approach like most word processors, but FOP uses a total fit algorithm, so yes 
the line breaking will be different when the text of the paragraph or its 
alignment is altered. That is not a bug but by design

Please provide appropriate fo for both cases.

 I think this issue can be workaround using line height, but this is just a 
guess.
