why don't you write something like this:

fo:block
  fo:blockHi,/fo:block
  fo:blockCommunity!/fo:block
/fo:block

AFAIK is each block followed by a break.

you could write 2 blocks
fo:blockHi,/fo:block
fo:blockCommunity!/fo:block

or, but really not so practical: make a table with 2 rows

But you may to set space between blocks, so it will be looks like not like a
two paragraphs, but like one paragraph with two lines of text
