Does the sync task itself fail? If so, what do you see on the errors tab of the task? Is Pulp throwing an error? It seems the pulp-streaming service stopped running. After restarting it I was able to kill the sync tasks and restart them, but they still don't actually download any packages for Centos-base or -updates repos.
