FrameMaker's color code is ancient and has nothing to do with Adobe's
other products.

You can use PhotoShop to get the numbers for the FrameMaker settings:

[Framers] Next Horrendous Problem: Color Matching

Pantone 286C printed from Framemaker looks nothing like Pantone 286C
   printed from InDesign or from Illustrator.
   How do you keep your corporate colors consistent across Adobe tools?
   WHY does Adobe do this to us? There are loads of mind-boggling pages of
   explanation online for these color matching problems. Does anyone have
   any wisdom?

I've been at more companies that specified chapters start on the right side
than not.

If you don't, and start anywhere, it's impossible to put chapter divider
tabs.

   IMO, if your users are likely to print the content, you should always
   leave that last verso blank. In my business, many network admins have
   requirements for printed doc, and nobody provides it anymore, so they
   print the PDFs and put them in binders for compliance reasons.

   Actually, the thing that is crucial in clearing up the problem is the
   Master Page Mapping table, which you have to create in the Reference
   pages.
   Tes, Fred Ridder, the purpose was to eliminate blank pages and to start
   chapters on the next available page whether recto or verso.
   My problem ultimately turned out to be an incompletely updated
   template, as far as I could tell.

From the book file, check the settings for the next file in the book. 
If, for example, your file ends on a right-hand page, but the next file 
is set to start on a right-hand page, then FrameMaker is forced to add a 
blank left-hand page in between.

I have done what they recommend, checked, and rechecked, and still FM
inserts a blank even-numbered page at the end of chapters that would
otherwise end on a left-handed page.
