I have 12 and have never figured out how to publish epub successfully. 
It's the reason I upgraded from v8. I've been a Frame user since v4 or so.

Bill,

FrameMaker 12 and higher has a Publish command that has EPub output. I am
not sure how good it is, but it would be worth trying. It might have been
added earlier than 12, but I can confirm that it is in 12, 2015, and 2017.

Unstructured is how it was created. I think fairly standard use of TOC,
Index, linked in graphics, imported MathType equations. Makes a great pdf
output file.
