Try running FM as an Admin - sounds like you might not have rights to affect 
your maker.ini.

I am running FrameMaker 2017 and I can't make it exit Structured mode. I
change the setting to unstructured in preferences, but it just doesn't
stick. When I restart FrameMaker I am still in Structured mode. Can
anybody help?

I am running FrameMaker 2017 and I can't make it exit Structured mode. I 
change the setting to unstructured in preferences, but it just doesn't
