Starting with FrameMaker 2019, FrameMaker is 64-bit so you can throw more
RAM at it. I suggest 32 Gb at a minimum. There is also a faster PDF engine
starting with 2019. To be sure that it will improve your process, you may
want to download and install the latest trial and see what kind of
improvements you get.

Whenever I publish to HTML or save to PDF, FrameMaker takes longer than I'd
like.  Waiting on Frame to finish processing is slowing down my productivity
(and trying my patience).

What's the best way to tackle this issue?  More RAM?  A faster CPU?

I'm running FM 2017 on the following:

64-bit Windows 10 Pro version 20H2
Intel i5-7500 CPU @ 3.40 GHz
16 GB
