I would open and save the jpg in a number of graphics programs and see if one 
of them saves the jpg in a way that allows it to be imported. I've never had 
trouble importing jpgs in FrameMaker in 5.5.6 unless there was actually 
something wrong with the file (and I worked with that version a very long 
time). If it's failing with all jpgs, it's possible that something in your 
installation has been corrupted, so you might try a re-install.

Thank you Robert for your response. With respect to you questions:

1. I have tried import by copy and by reference, both with the same (failing) 
result.

2. Indeed a frame is created automatically. I hadn't known that. Doing so does 
not
change my results.

3. I am running Windows 2000, 5.00.2195 on a VirtualBox virtual machine.

4. I am running FrameMaker 5.5.6.p145.

I can reconfirm the error message occurs on importing some images, but not all. 
I don't understand the difference
between them, and I haven't come up with a work around.

Try importing by reference. Even back in 5.5.6 didn't FM create a
frame automatically?

Which version of which operating system and what exact version of FM?

I assume most (all) open quickly/immediately because I don't have any 
irritations about it.

I tried to remove all the tags and Acrobat went away and never came back.

And I did a reinstall of my single-license Acrobat Pro 2017 in early August 
when we upended IT and all every computer in the company was reimaged.

Just the default install. 

Sometimes it's good to uninstall and reinstall Acrobat. I notice it can get
bloated with incremental updates. 

Just curious...
How long does it take to open just Acrobat with no PDF vs double-clicking a
file?

There is no grammar checker built into FrameMaker, and as far as I know
(and I could be very wrong), there are no plugins that provide that
functionality.
