[Framers] Conditionally remove an entire FM file?

I was sprinkling conditional text tags like candy the other day when I
suddenly realized:  the entirety of one of my FM files is conditional to a
single tag!  My attempts to use conditional text tags to show/hide the
entire file don't work, however.  I always end up with blank pages.

I know I can use the Exclude feature in the Book file instead of using
conditional text tags, but that's an extra step.

Is that my only option?
