The doc says, "Press Esc Shift+f l (lowercase L) k."

This is standard style for FrameMaker shortcuts. The "(lowercase)" is
there because you can't tell l (lowercase L) from I (uppercase i) in
most or all of the fonts users might be reading that in.

1) Press and release Esc
2) Press and Release F (Shift+f)  _This_ capital "F" was what was not 
evident from the way I found the shortcut written.
3) Press and release l (unshifted L)
4) Press and release k (unshifted K)

The instructions focused on having a lower-case "L."

Windows 7 Enterprise Service Pack 1
FrameMaker 2015 Release, 13.0.2.433

In the Hypertext window, I might have accidentally chosen the "Make View-Only" 
button.

Now, FrameMaker detects the file, which is on a server  as "View Only."  There 
is no .lck file for the offending file.  Help states that the keyboard shortcut 
to unlock a file is Esc Shift+flk (press and release Esc, press and hold Shift, 
and press flk (with lower-case "L"), which doesn't make sense to me.  This runs 
RoboScreenCapture, which is not wanted.

Esc+flk (press and hold Esc and press flk) runs RoboScreenCapture, 
which is still not wanted.

Esc flk (press and release Esc, and press flk) also runs 
RoboScreenCapture, which is still not wanted at all.

I have:

ensured that the file is not set to "Read-only" in Windows

closed the file and reopened it

restarted the workstation

tried to save the file as .mif, which is not allowed
