WebHelp (in FM 2015 but not 2017) and Responsive HTML are. You should
be able to generate them using the existing TopicAlias markers.

don't need them.

There aren't a lot of HTML help options on the default FM output to CHM.
For instance, you get a default small box help window in the top left
corner. The file that controls the layout is hardcoded into FM, apparently
it's an enhancement rather than a requirement (to allow it to be
customised).
