This is *much* easier done at the printer than in software of any kind.  
Modern professional printer drivers know how to paginate booklets (or 
signatures), thus there isn't much sense in doing it in software 
unless you are printing at home. 

If you ARE printing at home, other respondents have suggested 
inexpensive software.  I used BlueSquirrel's software in a production 
environment at one point---once you get the template down it is rock solid.

For short runs, booklet assembly may be available as a simple embedded printer 
software option, if you are using a high-volume network printer/copier.

I'm not sure there is a Plug-in for Framemaker that does it, but Quite Imposing 
(Plus) is a simple-to-use tool that creates booklets with PDF documents, see

A simple solution would be to create a regular PDF file
and then print a booklet to a PDF file via Acrobat.

CutePDF is cheap and is able to do this:

I would most strongly endorse the Quite Imposing and Quite Imposing Plus
plug-ins from Quite Software. I've been using them for a number of years
as my imposition tool of choice when not having the luxury of going out
for professional printing. The software is highly reliable and efficient
with a tremendous amount of functionality. Page imposition and booklet making
as a primary example of such imposition tasks is really something that you
should not do in a page layout / authoring tool.

I use Clickbook from bluesquirrel.com for page imposition -- but my 
needs are quite restricted, and all my printing is done in-house.  I 
also don't need to use EPS graphics, which Clickbook does not support.
