The template file I use for all the chapter in a book has a number of master 
pages, not just left and right  (as John says), you can have a number and call 
them different names.
Then you decide which Master page you want to use for a specific chapter, or 
even page
We have one for the front page and one for left and right
But If I have a long title, then we have a different master page
Then a stand alone doc, that is not part of a chaptered book, may be set up 
slightly differently, but they are all part of the same Template file that we 
apply to all of the chapters in a book

Can't you have a mater page for each of the side tabs, then have FM select the 
MP automatically based on a paragraph style you can apply to the section?

simple process.

I'm hard pressed to understand how not putting the tab objects on the master 
pages would make this process easier.

In this interesting discussion about master page strategies, it's worth 
remembering that FrameMaker gives you the tools to apply master pages 
automatically in both a structured and unstructured environments: the 
UnstructMasterPageMaps and StructMasterPageMaps tables on the reference pages.

These only appear (FrameMaker creates them for you) when you use the Apply 
Master Pages... command. They allow you to trigger the application of specific 
master page based on named paragraph tags on the respective body pages. To 
those of you who know this, it's old hat, but I'm posting this for anyone who's 
not aware of this feature. It can save a load of time and increase layout 
security.

My view is that all importable elements should be defined in an
external .fm file that serves as a template for all files in a book.
Then you can use Apply Master Pages to clean things up after
reorganizing.

Manually tying formats to the current sequence of .fm files in a .book
incurs significant technological debt.

Yes it can be done, and it is effective for printed materials. I did this for 
documents back around Frame 5 onward. I used conditional text to set the 
chapter bleed tabs. That was back when the company k was with produces a 
printed manual as a product.

I've got a (very old) Frame file that I acquired when FM 5.5.6 was still the 
latest version. It claims to be able to automate the creation of bleed tabs. 
I've never used it, so I don't know how well it works, but I have the file 
(with requisite master pages) and the font it required, if anyone wants a look.

I've got a (very old) Frame file that I acquired when FM 5.5.6 was still
the latest version. It claims to be able to automate the creation of bleed
tabs. I've never used it, so I don't know how well it works, but I have the
file (with requisite master pages) and the font it required, if anyone
wants a look.

Maybe I'm too "old school" but I've been using side tabs for years, but a 
simple manual implementation rather than anything automated.

I have a one-page master document just for side tabs that has ALL of the thumb 
tabs on it for the entire book (or more than one recto page if there are 
multiple sequences of tabs), properly spaced with graphics and text grouped, 
and then simply select and copy and paste the relevant group onto the master 
page of each chapter.

One copy & paste action per chapter. Works like a charm.

I assume you are talking about something I refer to as bleed tabs. I use
them on a few publications. The tabs are 1 inch high and bleed into the
crop area at least 1/2 inch. They are black with white lettering. Chapter 1
starts 1 inch from the top and each tab moves down 1 inch, then if needed
the tabs start back at the top with the bottom tab at least one inch above
the bottom of the page.  I don't know how well a single-page bleed tab will
show up on the edge of the book. My tabs are on every right-hand page for
the sections that they are used for.

My data is managed in XML files and used to produce electronic
publications. I use FM to create PDFs of a few publications for commercial
printing, hence we are using structure FM. The setup is basically a
masterpage with a rotated frame on the right edge. This frame contains
variable text followed by the bleedtab with white text on the tab.  Our XML
documents contain attributes that drive the bleedtab, for example:

 
Subpart
C
Shipping Papers

172.200
Applicability.
.
.
.

   - Masterpage is set to use bleedtab
   - The text on the bleedtab is Shipping Papers
   - The position is three tabs (3 inches) down the edge

That's the basic concept, but every time I have to adjust or it up setup it
is a real pain.

Pack 1 "has a version that shows how to create running thumb tabs on recto 
pages. You can easily copy the technique to other templates after you see how

Sadly, the template pack installer doesn't run on Win10. Given that it was for 
FM6.0 and older (wow), it's not a hug surprise. I'll see if I can unpack it on 
a different computer.
