Create a text frame within the anchored frame and use it for the figure 
caption. You'll be able to use auto-numbering and auto-referencing.

Another way that works is to contain the graphic in a single-cell table with a 
title frame so that the whole thing floats as a unit.

One method is to use a one-cell table with title to hold graphics. Put 
the graphic in the cell and assign your caption paragraph format to the 
title. They will always stay together. You can set the Start setting 
for the table to Float.

If your content must go to online formats, you should seriously consider placing the titles above the figures. If not, your links will be to the position below the graphic (the title) and may confuse your reader.Here's content from p.272 of my book:When figure titles can be placed aboveanchored frames, this is the fastest way toplace graphics, and results in titles and figuresstaying together. In online formats, links tothe figure title work as expected.
