Hi Bill,

You should use Run as Administrator to execute FM10_LicenseUpdater patch , 
then this error will not come.
Since 10.0.3 patch is available, you can apply this patch directly , which is a 
superset . It is available at  
http://helpx.adobe.com/framemaker/kb/cant-launch-framemaker-10.html

manupilating data.
The problem is known by Adobe and they working on it.
It has something to do with the CS5 license.

Bill, I have the same setup and the utility worked fine.  Did you 
remember to right-click and choose Run as Administrator?

Ditto to what Stuart said. I will say, however, that on my Dell laptop, I
held my breath as it did not appear to run as fast or as easily as on my HP
desktop. Don't ask me why - but the difference was noticeable.
