Try Cardinal Sound and Motion Picture in Elkridge, MD.  They are a dealer for
Cartozzi as well as one of the companies that makes Cartozzi clones and they
can get all replacement parts.  They don't stock all the parts for the 16mm
models but they can get them.  They do stock all the parts for the 35mm ones.

[Frameworks] Guillotine Splicer

I am looking for a part to a 16mm guillotine splicer. The bottom plate with
pegs and the bolts to fasten the plate.

Also a used reasonably priced splicer.
