Won't this just fail when the recursion level is such that
the command length exceeds stringspace?

Ah, I see the difference:

For g77, because it is integrated with the C compiler.  The system has 
a lower maintenance cost if it is included.

FYI, when I rcp (actually, rsync) a certain makefile (ppp -alias), I
get lots of these, and it never completes:
