Traditionally, FreeBSD just support EUC as the standard locale of chinese language, but in fact we use GB2312 and GBK, even GB18030 in P.R.China, so I think the GB2312 and GBK should be included in the base system in order to support chinease ideally. Of course, if GB18030 could be well supported I think it is better:)
