Not v4l but libv4l. Only useful if a webcam doesn't support v4l2 or one of
WebRTC video formats[1]. Contributed by someone who had JPEG-only camera but,
looking at the code, libv4l should no longer be necessary.

So, there's no chance of having someone build it? Although I see that v4l is
getting dropped for lack of time, so webcam support is gonna break anyhow, it
seems.. Wish I had the talent or money to do something about that, but I don't.
