I guess this will take some time to resolve. Someone from akamai
suggests that it might be some mis-selected option selected
for the CDN from akamai and that TI should get in touch with

Typically one of those "Endpoint Protection" products, they have some sort of

You can immediately see they're trying to violate cookie laws. ;-)  The "ti_ua" 
cookie stores the user agent, and I guess "tk_ak_id" is the Akamai ID (a.k.a.

Chrome, but times out with fetch(1).

  When worked on updating `devel/gcc-msp430-ti-toolchain' port I have
been noticed, that `fetch(1)' could not download files from TI site,
which is delivered by Akamai CDN.

 If downloader has user-agent "fetch libfetch/2.0" server doesn't answer
to requests.

 I can download files with `wget' and I can download files with `fetch'
with faked User-Agent. `wger' with USer-Agent from `fetch` is tarpitted too.

 It is true for both IPv4 and IPv6, and for Russia and Germany (I can
not test from USA, though).
