Fix Py27 dependency on Futures

Attached should add the Python 2 dependency.

Upstream committed a pair of bad unicode character fixes for README.md after
the v2.0.0 named tag. Because that file gets dragged in as the module long
description it was causing issues with Python3 < 3.7. I've swapped back to
pulling a specific tag to drag that upstream fix in as well  (just in case) as
Python 3.5 & 3.6 are still in the ports tree.
