Its created by UW's imap/pop stuff - if you actually SEE it then you must
be also using something else from time to time to access your mail folder.

necessary to keep it there? Where does it come from, and why is it 
produced?

This is created by pine and used to store folder internal data.  If
you use pine you should leave it there.
