Re-negotiate network speed

Is there a software command that allows root to renogiate the network 
speed similar to mii-tool on Linux?

IPFW has a dummynet interface. You can read the ipfw manpages about using
dummynet.

There are also other different tools.

Yes there is. ifconfig:) Check the manual. It's the media
parameter the one you should look for.
