cvsup not honouring refuse

Hello list,

I noticed, that if I create refuse file (/usr/sup/refuse) and do:
# cvsup -L 0 ~/supfiles/ports
it ignores my refuse file. As I remember, this used to work.
I'm using 5.2-CURRENT, and refuse file looks like:
arabic
astro
benchmarks
...

ports supfile is:
