Any suggestions?

In that situation I'd try build devel/p5-Parse-RecDescent (or
re-install it) and then have another go at building the module you're
trying to build.
If it then works, you might want to file a pr against it.
I'm assuming you did all the perl stuff in UPDATING when going to
5.8.9
