The likely (short) explanation is that re@ are not entirely
done with it.  Before it can be announced, both the bits and
all associated infrastructure have to be ready.

The new RELEASE has to be uploaded and tested that it works ok with
freebsd-update.

newvers.sh in the releng/10.3/ indicates the proper version.

If you look at the ftp.freebsd.org than you can see that the 10.3-RELEASE
can be downloaded.
The strange thing is that there is no announcement yet.

Also the newvers.sh still has PRERELEASE in stead of STABLE.

Can anyone explain why this hasn¹t happened yet???

I am not on the Release Engineering team so I can only go by the
schedule.

completely.

I do believe that I understand everything you all have said,
and the current state of play with respect to 10.3-RELEASE.
I would however like to ask if there is an ETA for 10.3-RELEASE
actually being official and final. (The keyword here, of course,
being 'estimated".  I understand that an omelette as tasty as
this one is fully cooked when it is fully cooked, and not a
second sooner.)

Also, and separately, I should ask who would be the Right Person
for me to send a small suggestion for the Handbook to?

My simple small suggestion is that it might be helpful to include
some explanation of the use and meaning of the various "uefi" images
that are available for download, e.g. under section 2.3.1:

(I myself have, and continue, to try my best to ignore all this UEFI
stuff as much as possible, and I've been successfully doing that
for several years now.  But eventually there may come a day when
I cannot do so anymore.  So I'd just like to know when it is either
necessary or advisable to use these various *-uefi-* images.)

No, it hasn't.

The bits for what _may be_ 10.3-RELEASE, barring the finding of any
last-minute problems, are what is there.

In at least one previous release cycle, last-minute problems *were*
found, and the bits had to be re-spun.

The release is not official until a signed email from the release
engineering team says it's done.

(I'm afraid someone has to reiterate this right at the end of every
release cycle.)

The release process for 10.3 is well underway, with 3 release candidates 
already shipped and release builds imminent or already started. So the latest 
ISOs for the equivalent of 10-STABLE are under 
releases/amd64/amd64/ISO-IMAGES/10.3 of your favorite FTP mirror. E.g.: 
http://ftp4.us.freebsd.org/pub/FreeBSD/releases/amd64/amd64/ISO-IMAGES/10.3/

Once the release is final and announced I'm sure that -STABLE snapshots will 
resume from the 10.3-STABLE branch.
