I don't know if the behavior is intentional to balance Fundamentalism, but at least helptext should match. Fundamentalism does have very high free upkeep value for *any* units; 10 units is free of upkeep in every city. Is that value really like in civ2, or is that something made to replace how fanatics (after 10) do have upkeep? Attached patch just makes Fanatics free of upkeep under Fundamentalism.
