Details:

This metaticket is about backporting gtk3.22-client to S2_6.

The client codebase will be created by copying S2_6 gtk3-client. Then
gtk3x-client related patches from TRUNK (and later S3_0) will be backported.
Code of the early S2_6 gtk3.22-client will live in subversion only. It won't
be plugged in to the build system and it won't be in tarballs of early S2_6
releases. Off-band patch for plugging client in to the build system for
testing purposes will be maintained.

User not having write-permissions to the directory he has chosen as save
directory does not necessarily mean larger server machine problems. Saving can
also fail due to some error in the way freeciv constructs savegame data in
memory, before it even tries to write anything to the disk.

The function unit_conquer_city() should no longer be asked to have a unit
conquer a city it can't conquer because it isn't at war with it or because it
can't conquer any cities. Turn the checks into assertions.
