Details:

I reported this bug in #39852, just before the problem was added in the
client. In PR#40536, the idea was to fix that problem. But, because the patch
made very big changes, you didn't apply it to S2_1. So it still crashes in 2.1
(test the attached savegame).

So, I see only two solutions :
* forbid air units to patrol.
* adapt and apply the patch of PR#40536 to S2_1.
