Details:

The civ1/civ2 rulesets don't have Deep Ocean, and their Triremes have the
Trireme flag (unlike the default ruleset), which now has the effect of
completely prohibiting movement away from safe coast.

However, this Trireme flag has no effect, as no terrain is marked as
UnsafeCoast.

I assume this was unintentional. The attached patch marks oceans as
UnsafeCoast in these tilesets (as in S2_1), which prevents Triremes from
straying from the coast.
