So the presence of an aircraft prevents the Cruise Missile from harming

Details:


Am playing FreeCiv 2.1.11
According to the game manual http://freeciv.wikia.com/wiki/Combat
Only fighters and missiles can attack every kind of unit.

Yet when I attack a stack of units on land with a Cruise missile I get the
message - You can't attack there - if there is a protecting bomber on top.
