Follow-up Comment #1:

True. On the other hand, it's useless to specify -a without -D, because
there's nowhere to get credentials from. We should probably make it fail.

(Which makes it look a bit silly that we moved from "-a file" in the first
place, but I guess that maybe fcdb was intended to have uses other than
authentication.)
