Follow-up Comment #2, bug #22405 (project freeciv):

I made a mistake in naming the patch files. "-2" is supposed to be "-S2_5" as
that's the patch to apply to S2_5 and S2_4.

Details:

Helptext for bases where units are not causing unhappiness seem to check
happyborders setting. Happyborders does not affect these bases, on the
contrary lack of general happyborders makes base's feature more important
(consider esp. classic ruleset fortress that claims terrain itself and thus is
always within ones borders -> units inside would be always non-aggressive when
happyborders is set even if fortress had no "NoAggressive" flag)
