 2020 -> 2.10...

 2.6 is not likely to come out 2016, given that we're not even in beta
yet (next: network protocol freeze in August, first beta sometime
after that...)

Follow-up Comment #2:

It looks like you are using Freeciv 2.6. Freeciv-web gets its server from
Freeciv 3.0. The "Cities" unit type flag has moved to the ruleset in Freeicv
3.0.

Be aware that the Freeciv 3.0 format still is changing. If you wish to load a
3.0 ruleset you should, as Andreas said, use the same version Freeciv 3 as the
version of Freeciv-web you got it from uses.

Which version of Freeciv-manual are you using? I think you should build
Freeciv-manual from svn r32928 (same revision as fcweb in github is based
on).

fcweb is pretty much the same as the classic ruleset for most practical
purposes. There is no difference with the 'Cities' flag in units.ruleset which
is mentioned in the error message.

Details:

Weird experiment, after creating http://freeciv.wikia.com/wiki/Fcweb I
downloaded the fcweb ruleset files as described, and added a fcweb.serv for
r32928 in ~/.freeciv/2.6

After that I started freeciv-manual -r fcweb (for LANG=C) and got an error
instead of fcweb mediawiki files:

freeciv-manual -r fcweb
2: Loading rulesets.
1: "C:\lalala\.freeciv\2.6\fcweb\units.ruleset": Duplicate unit flag name
'Cities'
2: Loading rulesets.
