Follow-up Comment #2, patch #1719 (project freeciv):

FYI, while I was managing nations I had the practice to let one ruler title
stand for one government only across all nations.

I thought it made sense from a game-play perspective: i.e. "Prime Minister"
always means "Democracy", as opposed to "Prime Minister" might mean
"Democracy" but also sometimes "Republic."

Again, just FYI. This is up to you now. :)

Follow-up Comment #1, patch #1719 (project freeciv):

Perhaps it would be a good idea to add prime minister as ruler title for
republic? Then it will be prime minister for republic and president for
democracy, at the moment it is consul for republic and president for
democracy.

Details:

All 11 finnish presidents added with comments on most important. 

ruler_titles added Despotism leader Suuriruhtinas with translation Grand
Prince. Archbishop was added. Democracy leader Prime Minister was removed
because President is still Commander of Armed Forces.

Format error: City names were listed 3-4 per line. Total number of lines
exploded but 1 per line seemed more correct.
