Details:

When a rule is moved to action enablers any test the AI does to see if a move
is legal should be moved with it. (It often use standard code) This patch is
about making the AI care about them in a deeper way.

Ideas:
* Make the AI assign value to preconditions of actions.
* Make the AI assign negative value to preconditions of enemy actions against
it.
* Maybe: Make the action selection code more general in some places.
