Yes, I think so. Well, except for topology and arctic terrain coast tendering.
The diff between Fcweb and classic should be very small.

Testing. I don't expect end-users to benefit from this directly, but it inches
us closer to a point where freeciv-web stuff can be unit-tested against
regular server/client.

This is interesting!

About the Fcweb rulesets: Freeciv-web should be able to use the classic
rulesets, except that Freeciv-web doesn't support all map topoligies, and that
is doesn't support arctic coast tendering. If there was a different way to
negotiate map topology support than in the rulesets, then Freeciv-web could
use classic. Maintaining and updating Fcweb is costly.

What would a typical usage of this patch be?

Details:

Attached patch makes client to try to launch correct server binary in
freeciv-web mode.

Note that server still fails immediately in the typical situation that there's
no suitable rulesets available for freeciv-web server (It might be time to
bring fcweb ruleset in some form to freeciv proper svn, and only patch it in
freeciv-web git)
