Follow-up Comment #1, patch #7654 (project freeciv):

- There's a new upstream msys2 base 20160921 available.
- As we are about to add qt5 packages to our distribution, and those are huge,
I'm about not to include win32 packages now on. Only win64 build host files
with only win64 target.

Details:

This ticket is about next (one following 160821) msys2 environment.

msys2 environments backlog:
- Qt5 for building ruledit and qt-client
- Other SDL2 libraries for building sdl2-client
- Having just one env for building both win32 and win64 targets 
- Maybe gtk2 libraries for building gtk2-client
- Maybe lua libraries to be used with --enable-sys-lua

Now that correct compiler is being used (starting from environment version
160821), I've got Qt stuff to work on my initial tests.
