Details:

A requirement that matches the sub-year divisions of the calendar, if enabled
in the ruleset.

Possible uses:
* Cyclical seasonal effects, such as more food in summer.
* Maybe later: sequencing production, so that (say) only units can be built in
even turns and only buildings in odd turns. (I don't think this is possible
yet.)
