Tile overlays use images with bigger height than normal tiles. The images are then drawn with their upper-left at same position, making the tile part of bigger images show lower. PS: Caleb, if you do extract images: Coat of arms and founding fathers are what I would look at first. It would be nice if you can look before doing that if there are separate image layers and you could save these separately in png with rgba. FF should all be same size already. Next would be units, they might require more work to find all images and check if they are aligned in same way or need cropping.
