A: is the emulated floppy drive (the floppy image and/or diskette you 
provided for bootable cdrom), B: is your real floppy drive.
I haven't experienced this issue, as I use non-emulation booting using 
Isolinux cdrom bootloader.

You:
BIOS -> cdrom -> bootdisk.img -> C: -> Windows -> 2 floppy drives
Me:
BIOS -> cdrom -> isolinux -> C: -> Windows -> 1 floppy drive
BIOS -> cdrom -> isolinux -> Memdisk -> bootdisk.img
So, I select either floppy booting or harddisk booting, and not first 
floppy booting and then harddisk booting.

Win98 cdrom may have the same issue:
BIOS -> cdrom -> win98.img -> io.sys -> jo.sys -> C: -> Windows -> 2 
floppy drive

Hi All,
 
I use "sys config a:kernel.sys bootharddiskseconds=10" to make the kernel 2.0.35
can wait 10 seconds and let me boot form either floppy or hard drive. Later I use this
floppy diskette as boot image and use Nero to make a bootable CD. I put this CD into
CD-ROM drive, and hit H to boot from Hard Drive when the message comes out to boot from Hard Drive:
 Hit any key within 10 seconds to continue booot from Floppy Hit 'H' or    wait 10 seconds to boot from Harddisk
