old floppy drive yields same results.

everything in the computer won't recognize second floppy drive on this system.

everything "clicks" right, and is right, under ms-dos, except recognizing 
second floppy drive,

but

error 192 occurs every time i attempt to format a floppy under freedos.

it'll take me a time to try different stuff.
please feel free to suggest things,
but i think this is an optiplex 280 thing.

Optiplex floppy drives I've come across seem to be efficient dust collectors. 
Have you tried cleaning yours?

Do you have another floppy drive you could temporarily substitute? It need 
not be "installed", but merely connected.

How many different floppy discs did you try? In this day and age, floppies 
tend to be rather old, and less reliable than they were 2-3 decades ago.
