FreeDOS will run wonderfully on a 20MB RAM machine.  After all, DOS
uses 640K of "real" memory, and you can use memory beyond that as EMS
or XMS for apps that can use it, and as RAMdisk and disk cache.  All
you need are the right drivers.

IIRC, I ran Win3.1 on a box with 8MB RAM, though more is better where
Windows is concerned.

In that environment, DOS is a real mode loader for Windows, Windows
runs on top of DOS, and is essentially a multi-tasking GUI shell under
which you can run Win apps, and Windows handles the memory
management..

FreeDOS vs MSDOS is a question of whether Win3.1 runs acceptably on
top of FreeDOS or needs the real thing.  I used MSDOS when I ran
Win3.11, and didn't start playing with FreeDOS till well after.

Try it and see.  The question I have is what you plan to run under Win3.1.

FreeDOS doesn't inherently run better than MS-DOS on any hardware, old 
or new, they share the same (dis)advantages...

No. As there aren't any network services as standard on the BIOS level. 
The OP asked about Personal Netware, and just as the "full" netware (at 
least pre 5.x), it is using IPX(SPX) as its network protocol, not 
TCP/IP. So any packet driver is a no go to begin with...

i cant give too many details on the system as its kinda on eof those
"Oddball" ones outta teh early 90's by "InfoTel Inc" and the motherboard
bears " UC4913 Rev 2.0"

[Freedos-user] Networking without ethernet?

I have a 1998 Sony Vaio running FreeDOS. This model did not include an
ethernet controller (or wlan), but it does have an old modem in it. I've
been going through the networking guide referred to by Rugxulo, and I
got down to running NICSCAN.EXE only to realize *oops!* this computer
doesn't even have an ethernet card.

Supposing I could find a working phone line and dial-up service to
connect the modem to, is there hope of using TCP/IP applications like
wget over it using the software available to me?

Well, it's not that easy, plus DOS isn't exactly a mainstream platform
anymore. Still, we try to make do with what little we have. Don't get
your hopes up too high, but maybe you can get something going with a
little trial and error.

PNW relies on the ODI shim. Try RTSODI for the 8139. "Most"  8169s work
with The RTEODI. . Here's the key all drivers in the PNW segment have a
NET.CFG Save one play with one. Adjust the placement of the  802.11,803.11,
Alonso look at the OEM supplied .ins file.
