I don't know for sure about hooking a Mac to a PC, but to hook 2 PC's together 
you need to use an ethernet crossover cable.

Yes, if you do this:

Plug in the Ethernet cable
Start -> Control Panel
Network Connections
Right click on the dial up connection and pick Properties
Open the Advanced tab (I think)
Pick "Allow other network users to connect through this computer's
Internet connection"
If a drop down appears, pick Local Area Connection from it
Hit OK
Wait a while for the dialog to set things up and then disappear
Unplug and replug the Ethernet cable (or use another method to refresh
the Mac's IP)

Only some dialup connections support this, but you can try it.
