This would be part of Apples' development tools for OS 9. Apple  
doesn't have them for download any more, but there are tons of old  
developer CD's floating around out there.

Just a thought, but what I would be trying.

TomeViewer lets you see what the file looks like, I.E. contents,  
order of various items, etc.

Since it's "Just a file of information", I would start 'building my  
own".

See if you can find a 'file viewer/ editor' that will let you use an  
existing 'tome' rather than 'starting from scratch. There are 'file  
editors'' out there that are pretty resourceful reading 'specialized'  
formats.

Bruce Johnson seems to think highly of "TextWrangler". There may be  
others also.  [Not as easy as if you could duplicate Apple's methods,  
but you CAN get there with some effort.]

I found TomeViewer, but it's just a tool to install individual files,
not to edit Tomes, much less build them, I'm looking for the same OS 9
tools, used by Apple to make Install Tomes for install CDs.
